EASY FUDGE
An easy fudge for children to make. 1 (14 oz.) can sweetened condensed milk 1 c. chopped nuts 1 3/4 tsp. vanilla extract In pan over low heat, melt chips with condensed milk. Remove from heat and stir in chopped nuts and vanilla. Spread into a well buttered 9" square pan. Chill until firm. Cut into squares. NOTE: This is an easy recipe for children to make and give as holiday gifts to friends or teachers!

What are the chips? Would that be choc chips do you think?

It was from an internet cooking site, I'll see if I can find something similar.

Sounds like an american or canadian recipe, just going by the tin size of "14 oz". And what you call choc drops would be choc chips there.

You can't substitute cocoa powder directly, but would need to add a bit of fat I think, butter probably. ETA: Just looked up in my "joy of cooking" and for each ounce of chocolate you can use 3 tablespoons cocoa plus 1 tablespoon fat.
