Dry Pailing

Hi All.
I use cloth nappies on my bubs (zappies and have just discovered eenies and want to buy more!!) and I have read in another thread here about dry pailing. Can someone please explain to me what exactly dry pailing is? Is it not soaking your nappies before you wash them?

How do they get antibacterialised? I use a herbal antibactial nappy soak at the moment but I am curious to learn more about dry pailing...
