Prefers Wet Undies Then To Go Toilet

My nephew has started potty training, he wears his undies during the day but wont go to the toilet/potty. He wees and does #2s and keeps playing it doesnt bother him at all. What can my poor sil do???? She has been washing load after load and has a newborn. Nephew is 3 and a half

Sounds like what my 2½ y/o DS was doing for a number of months before he got serious about toilet training. My suggestions:

Star chart - every time he goes to the toilet he gets to put a star on a chart. At the end of a successful day he gets to choose a small reward. One day at a time and then weekly.

Put a ping pong ball in the toilet bowl for him to aim at so it becomes fun - it motivates him to want to do it.

Apart from that I have told my son that he needs to be a big boy and tell Nanna what she needs to do when he wants to go to the toilet. So we talk our way through the process which kind of removes him from what he's doing and he's not thinking about it.
