a wool cover and a wool soaker??? Or am i just dumb and they mean the same thing? lol
they are pretty much the same thing, with the terms interchanged. Wool fabric covers are less likely to be called soakers though, and more covers or wraps. I find knitted wool covers will be called soakers, shorties and longies a lot.

To me a woollen soaker is handknitted and a wool cover is machine woven. Woolies refers to soakers, shortes and longies. And I love em all!
