My son turned 1 in Feb. He got a few of the Little People sets by Fisher Price. He loves them. Especially the dump truck and the farm animals. I think they start from $20 for the dump truck and go up in price from there.
Kmart have a great range of toddler toys for under $30 forget what the brand is but they are in white boxes. They have a bath basketball style hoop with balls and a set that has a scuba diver, submarine and dolphin for the bath they wind up or you pull a string to make them swim. My son loved both of these. They also have great block sets, first cd player and a baby laptop.

stacker cups
blocks
bubbles
playdough
cars/trucks/trains
Books, books and more books.
Clothes for 6 months ahead (if you can get them, but at this time of year all the summer stuff should be heavily discounted!) because birthday clothes are usually in the here and now, and it's always the 6 months after the birthday that you have to fork out lots for clothes
A ride on little car (about $15 from Big W)
Mega Blocks
Leap-frog magnetic farm animals where you have to match the front half to the back half
(Just tyring to think what I got the boys' for their first birthday :))

While one-year-old are likely to be as happy with the wrapping paper, presents for toddlers are always a good idea, whether it's a silver keepsake or the latest toy.
