If you google in gender or nub theory it explains. Basically its the girl or boy bits before they are developed. If it points higher than a 30degree angle is meant to mean boy, lower means girl.

The 'Nub theory' is based on the angle of the Genital Tuber (Nub), so what will either be the male or female genitals... aka 'The angle of the dangle'. Guesses are best made between weeks 12+wks - 14wks. Between wks 11-14 all bubs have a penis looking protuberance between the legs, but observing the angle can help determine the sex.
You need a full body profile shot, bub needs to have a straight spine (as the more curled up it is the more the nub angle is thrown off) and be the right way up, ie not upside down.
THIS (http://www.baby2see.com/gender/external_genitals.html#angle_of_dangle) site explains it well. HTH
