Get some nice bracelets engraved with their names on them :)
Or just dress them differently?
Cut One girls hair?
Paint their nails?
Label clearly all their belongings?

OP - sorry that your girls are having such a hard time. My cousin's used to have the same problem - their parents ended up putting them in different schools until they finished primary school and then they chose to go to high school together. The boys were 9 when they were split up (something they had a HUGE say in) and it gave them a couple of years to really form their own identities away from each other.
I hope you find a solution for them.

A mum at my girls school has ID twins, they have braclets with their name and she had then put into seperate classes.
Hope that helps
Your post reminded me of a cute Little Golden Book I have had for years, called The Twins. Just like your girls, these identical girls hated that everyone got them mixed up or treated them like they were one person. In the end the mother changed their hair and clothes so they did look different, and they were much happier. Maybe you could buy this book, it would enable the girls to realise that they are not the only twins to ever feel this way. They may like the outcome in the book and suggest it for themselves. It is so appropriate to their situation (I've attached a link to ebay to show you the book's cover, although I'm pretty sure it has been re-released and you can buy it for a couple of $ in the shops):
