Keeps going to bed but doesn't want to sleep

My almost 17 month old has come and said "nigh nigh" to me 3 times today, so I've gotten him a drink of water and followed him up the stairs where he's gone straight to the side of his cot and put his arms up, I've put him in, given him his dog and he's closed his eyes like he wants to sleep.

Within five minutes he's crying out, not actually crying, but that crying where he's not happy. Usually I go straight to him, but as this is the third time today I am a little lost on what to do. He's never done this before, usually fantastic at going to sleep. He is really tired, keeps yawning as he's crying. I'm going to go up there again now to try and resettle him and have no problems getting him up if he wants to get up but I'm just a little confused why he's doing it at all.

Anyone have any suggestions?

Thanks :) I'd forgotten I'd written this actually. I ended up going and getting him and we had big cuddles on the lounge while he slept for an hour :) Turns out he's had one molar come almost completely through and another one cutting through on the other side - he's nearly 17 months, I didn't think they came in until they were around 2 usually.

He did it again today - gave me an excuse to curl up with him anyway :) I usually put him in the carrier but I can't wear him at the moment unfortunately.
