this is the only one ive seen http://www.ikea.com/au/en/catalog/products/40060836
I know this may sound silly but you could try ringing your local lions or apex club, as the often will make something up for you. The other idea I ha was maybe someone at your local craft market may know someone that could make on tailored to your needs.

I don't know if this is what you're looking for, but you could see if you could buy one of the 'shopping trolley's that they have specifically for children at places like ikea?
i don't know if thats too big for her or not? but that was the kind of thing that i thought of when i read the thread title

I agree with the Apex or Lions clubs, but perhaps even better is a group called the Hoo-Hoo club (that is really the name, don't ask why, it's too odd) which is a timber industry fraternity. My dear late dad was in this club and he used to do things like that for kids with special needs. I'm not sure where you are but you might be able to find a club near you at this link http://hoo-hoo-jiv.org.au/Clubs_&_Club_Officers.html
The other suggestion is the Early Learning Centre which often have a lot of wooden toys etc.
Or, google Mens Shed in your state and see if they have one near you. It is a community initiative which helps to bring socially isolated men together in a 'shed' environment (totally awesome initiative for retired men or men who have had to leave the workforce early due to injury, illness etc many of whom where tradies or just wanting to do something with their hands). Hope that helps!
Brio does one with a much deeper tray than those posted by PP's and a shorter handle - they are very sturdy.
I think I saw one at Trover Learning in Oborne Park 2 weeks ago - it would be worth calling and asking.
Like this one http://www.geniusbabies.com/brio-toddler-wobbler---black-wagon.html or this one looks even better http://www.amazon.com/dp/B00004T19W/ref=asc_df_B00004T19W1061460?smid=AC3YS95E80NWX&tag=pgmp-1536-01-20&linkCode=asn&creative=380341&creativeASIN=B00004T19W

other than that MM - go to your local high school, and see if one of the woodworking kids will make one for you.
My nephew recently made Katie a block trolley for his woodwork project .... is fantastic. then it can be made to order :D
