My 6 1/2 year olds skin still doesn't come back, probably only about half way.
When is the age that he should be able to pull it all the way back?
When should you worry?
My 5 (almost 6 ) year olds, foreskin, doesn't retract all the way yet either, and his is normal. I think this is kind of a boy, thing, and they slowly stretch it, as they slowly increase their play time with it. :o
If it balloons, when he wees, or gets sore a lot, or he has difficulty urinating, gets infections etc. THEN worry.
But until he actually complains about it, just let it be, I reckon.

My 6 year old nephews still doesn't come back and my sister took him to the doctor who said just to encourage him playing with it in the bath as much as possible.

See he has never been the one to play with it. My other DSs skin comes back more then his, but he os constantly playing with it and stretching it.
But he never hardly touches it. Theres no pain when he pees and no infections, but i will check out the ballooning, what does it mean if it does balloon?
If it balloons, out when he wees, it could mean, his foreskin is too tight. Usually, when they wee, it will balloon a bit, when they are little, and have a full force wee.
But if they wee, in a steady stream, it should just look normal.
Does that make sense.
I noticed my 3 year olds, doesn't balloon any more, when he wees.
My boys are fascinated by their penises.
If you are concerned about his foreskin, go and have it checked over by the gp. They can give you a prescription cream, that may help it stretch a bit.
My sis had to get it and encourage her son to apply it, and play with his more, too.
BUT it looks like he will need a circumcision, eventually. He was supposed to have one at 7, but his Dad, won't allow it. HE has virtually NO opening in his though. :(
