Help, need help with the ....

birdsbath outside. We are renting a house and the landlord have several birdsbath ( the hvite cina ones on a pole ) well, they are really rirty, looks like rust or something and the paint is skipping off.
Is there anyway I can clean them and repaint them? We aregoing to live her for two years, I know it's not my job, but I feel it would look more nice for us.
