My understanding is that the fleece cover, being 100% poly, repels the moisture so it stays in the nappy. The thinker the fleece the better it works. You don't have to lanolise them and i think they're cheaper.
Someone correct me if I'm wrong.

Both allow air flow & for the nappy to breath a little so this means that even when a nappy gets saturated it will allow the moisture to evapourate ....
Fleece will allow this to a degree & works quite well especially a good quality version like Malden Mills.
Wool works in the same way but to a much better degree iykwim, it breathes much better being a natural product & will warm bubs as needed but also cool them down in hot weather. The wool will also absorb some of the wetness if it needs to & can hold a pretty decent amount.
Both need to be aired if used overnite with the fleece I would suggest being washed every second nite whereas the wool only needs to be done when smelly.
Through the day you can just interchange between two fleece covers unless soiled & possibly get away with this the following day also whereas wool can be worn all day & even the following few days when aired overnite unless soiled !
