I'd probably just suggest that you buy the blank fans ready made from a cheapie store or even online (somewhere like ebay might have them in bulk.) take a tracing of the paper part on a large piece of paper and design your invitation to fit on it (hope you get what I mean there), print it out, cut it out, fold it up and glue it to the original fan.

or you could get a stamp made up with your details and stamp it on the blank fan
