There is an interesting web page by the Aids Action Council on circumcision.

Their conclusion:
male circumcision is not a suitable strategy to prevent transmission here.
absolutely agree 100% as I said before, if condoms were as effective as circs in terms of transmitting diseases - *nobody* would use them. Some (not very trustworthy) sources put the rate at a 50% reduction in HIV. In the scheme of things that is not very comforting I don't think.
