I claim each year on my tax for my first bub. It is payable to the mother or father of the child and you will get UP TO $500 per child if you received the 800 odd dollars they used to give you when your bub was born. Best way to do it is claim it through the parent who earns the least. If you use a tax pack there is a question/section that relates to it or if you get an accountant to do your tax they should know all the ins and outs of it.
The $3000 lump sum payment has made this obselete for any bub born since the new payment came into affect.

Interesting. I was looking at the ATO site yesterday for this as I'm only just getting around to doing last years taxes (d'oh!) and noticed the baby bonus claim. You may be eligible if you had a baby or gained legal responsibility for a child aged under five, between 1 July 2001 and 30 June 2004. \
The info site at ATO is here: http://www.ato.gov.au/youth/content.asp?doc=/content/39646.htm and it will lead you through determining eligibility and how much you would qualify for. The amount you get is based on the difference between your current income compared to a base year income, which is usually the year before you had the baby. You claim through your tax return using the form available on the ATO site: http://www.ato.gov.au/individuals/content.asp?doc=/content/43938.htm If you don't have to file a tax return then you can just lodge the baby bonus claim form on it's own.
