can anyone give me info on the changes recently made to getting (or not getting, as it seems) an IRC done.

im looking for facts, news, new laws, what states are effected and links.

It varies a lot from state to state, from 2% to 20%.

In 2008 a number of states no longer have it available in public hospitals. I don't think any state has it available in public hospitals now.
