Why are people Nobs?

Today I saw this man on a motorised scooter and he was towing his two young children on the back using a carrier designed for a push bike!! (it looked like a small trailer but made out of fabric, with two wheels) He was driving in peak hour traffic, holding up all the cars behind him.
My heart was in my throat when I saw it, I actually turned my car around to follow him and get his number plate. I then went to the nearest police station to report him.

Would you have done the same thing or am I over reacting??? :(

Was it kinda like a rickshaw???

I seen those in some shops lately and if I have the right thing its probably not the brightest idea especially if they were being driven in traffic  You would hope they at least had helmets on
