Have you tried giving him the tooth brush, maybe he will play with it and at least get used to it and mean while at least get them brushed a bit. Brush your teeth together and let him see you doing yours too perhaps.

I gave my kids a little baby's tooth brush while they were in the bath to do their teeth, and they get the fronts of the top teeth done a bit.

thats all I can suggest, maybe others have some other ideas

My kids giggle when I do their top teeth.

As hard as it may be if his teeth are starting to rot at his age you have no choice but to brush. A wet washer will do the same - a quick rub after all meals.
If his teeth are showing signs of rotting I would get him into a dentist asap - you don't want to leave it and have to have his teeth pulled.
Until he learns to brush cut back on juice and sugar - no bottles to go to sleep etc.
My son didn't like the top teeth getting done either so we have turned it into a game - I get to hold his lip up (for about 3 seconds at a time) and brush his teeth then he gets to do it to me. My boy is 17 months so maybe it will work for your boy.

From the chemist you can buy a rubber thing which fits over your finger for brushing teeth, it works well and he might put up with that. YOu could also try letting him look in the mirror while brushing that sometimes works too.

I found the best thing however was one of those battery operated character toothbrushes. We have a colgate one and it says from age 2 so you might want to keep it in mind. They are very soft and do a very good job. You just have to run them over the teeth quickly. I actually used one before 2 (bad mummy moment here) and truly it was the only way I could get into my stubborn dd's mouth. She loves it and we all use them now and I think they do a better job.
