Hormone levels??

My cousin is or was pregnant (not sure which yet)... she had pain and bleeding so went to the doctor and had 2 positive pregnancy tests. Ultrasound showed nothing. And hormone levels were at 960... 2 days later at 1300.... so not doubled but still going up.

Can someone shed some light on whats going on?
