We have a split mortgage, where 3/4 of our mortgage is fixed and 1/4 is variable. My question is can we borrow more on the variable part of our loan without changing our fixed loan?

Yes you can always add onto a variable proportion of a loan, however the bank will need to make sure that you can service (repay) the additional amount that you are borrowing.
Also you will only be allowed to borrow up to a certain amount of the loan determined on the banks policies.
Sometimes a bank will add directly onto the variable amount, sometimes depending on which bank they will actually payout completely the variable and redo another loan completely with the additional borrowing amount.
