Just have a question or two for you lovely ladies.

I am currently 31wks pg with #3.
Both previous births were in hospitals with midwives.
I had an episiotomy with #1 and no other intervention for either. I only used gas and air with #1, #2 went too fast.

I am obese, my BMI is 48. Therefore I am at a high risk hospital which is over an hour from home. My blood pressure is completely normal if not on the low side.
Everything else is great also.
I had my last baby within 2 hours of arriving at a closer hospital.

Lately I have had an urge to have a home birth.

I am not even sure I am 'allowed' to or if I am too late to organise it....

Any help would be fantastic, and honesty is also appreciated!! :D

You are 'allowed' to do whatever you want!!!
Noone can make you do anything they can only advise!!!
I'd contact some local m/w's as I'd say that would be the biggest stumbling block as in some areas there aren't many and they get booked up early.
BTW with having a history of short labours you would be recommended to have a homebirth in a lot of areas of the UK, where it's recognised that homebirth is safe and far safer to call out a m/w to a homebirth than risk birthing in a car/side of the road.
