What I want to know is can you line any fabric with PUL if so how or do I have to search for some fabric that is already to go...thing is I want to do some thomas, bob and some others but I cant find the fabric that is lined and spotlight have the fabric I want if that makes sense. Any help will be greatly appreciated.

Ok going to get even more confusing now...have been reading some past threads and have found out that spotlight sell what is called Wetlook vinyl, so if I was to buy this do I just sew the fabric of my choice to the outside of the vinyl...? sorry just impatient to start here.

Wetlook vinyl is ok but its very thick compaired to pul. You can buy ripstop from spotlight which would be better then the wetlook but saying that PUL is still the best to use maybe try a little of each of the spotlight oned until you can get your hands on some pul. Try nappy works and nappyies covered as they have some great printed pul not sure if they have thomas or bob though.
And yes you can use them both like pul and sew any other fabric over them.

I get all of my outer materials from spotlight, or any other material shop.
I just use a hidden layer of PUL, I have used just about EVERY material possible, in saying that I now steer clear of really stretchy materials because it is a bit harder to sew, and also I steer clear of polar fleece as it ages too quickly.
