How do i get a picture?

I just went to the control panel went to edit avatar found a pic on the computer i was going to put on, it started downloading, then told me i was forbidden. What does this mean how do i get a pic?

Your picture needs to be 80 pixels x 80 pixels. If you download this program it will resize your picture for you:

Thanks Teresa I'll give it a go. I really have no idea about this computer stuff but I'm slowly getting the hang of it.
